　　為保證工程建設(shè)標(biāo)準(zhǔn)英文版翻譯質(zhì)量，根據(jù)《工程建設(shè)標(biāo)準(zhǔn)翻譯出版工作管理辦法》的有關(guān)規(guī)定，我司組織制定了《工程建設(shè)標(biāo)準(zhǔn)英文版翻譯細(xì)則（試行）》，現(xiàn)印發(fā)你們，請(qǐng)遵照?qǐng)?zhí)行。

工程建設(shè)標(biāo)準(zhǔn)英文版翻譯細(xì)則（試行）

　　為規(guī)范工程建設(shè)標(biāo)準(zhǔn)英文版的翻譯工作，根據(jù)《工程建設(shè)標(biāo)準(zhǔn)翻譯出版工作管理辦法》，制定本細(xì)則。

1 翻譯質(zhì)量及技術(shù)要求

1.1 基本要求

 1）工程建設(shè)標(biāo)準(zhǔn)的翻譯必須忠于原文，并遵守完整、準(zhǔn)確、規(guī)范、統(tǒng)一的原則。

 2）標(biāo)準(zhǔn)的譯文應(yīng)當(dāng)完整。標(biāo)準(zhǔn)的前引部分、正文部分、補(bǔ)充部分都應(yīng)全文翻譯；腳注、附錄、圖、表、公式以及相應(yīng)的文字都應(yīng)翻譯并完整地反映在譯文中，不得誤譯、缺譯、漏譯、跳譯。

    3）強(qiáng)制性條文的翻譯必須準(zhǔn)確無(wú)誤，譯文用黑體字注明。

 4）譯文的內(nèi)容、術(shù)語(yǔ)應(yīng)當(dāng)準(zhǔn)確，語(yǔ)法應(yīng)當(dāng)恰當(dāng)，行文流暢。

 5）標(biāo)準(zhǔn)中的典型語(yǔ)句、術(shù)語(yǔ)、計(jì)量單位、專業(yè)詞匯應(yīng)當(dāng)前后統(tǒng)一。

 6）標(biāo)準(zhǔn)翻譯稿的幅面、版面、格式、字體等應(yīng)當(dāng)規(guī)范并符合《工程建設(shè)標(biāo)準(zhǔn)英文版出版印刷規(guī)定》，圖表、公式的編號(hào)應(yīng)與原文相一致。

1.2 具體要求

 1）數(shù)字表達(dá)應(yīng)符合英文表達(dá)習(xí)慣。

 2）標(biāo)準(zhǔn)中的符號(hào)、代號(hào)、計(jì)量單位、公式應(yīng)直接引用原文，時(shí)間、貨幣、標(biāo)點(diǎn)符號(hào)可按英文慣例翻譯或表達(dá)。

 3）日期按譯文語(yǔ)言，應(yīng)采用公歷，按月、日、年順序排列（例如，December 1,2006）。

 4）術(shù)語(yǔ)的英文翻譯，應(yīng)以中文版中的英文術(shù)語(yǔ)為準(zhǔn)。如果中文版中英文術(shù)語(yǔ)表達(dá)不準(zhǔn)確或出現(xiàn)錯(cuò)誤，應(yīng)由翻譯人員與編制組共同商議后做出必要修正，并在譯文中注明。

 5）標(biāo)準(zhǔn)名稱應(yīng)以中文版的英文譯名為準(zhǔn)。如果中文版標(biāo)準(zhǔn)名稱的英文譯文不準(zhǔn)確，翻譯人員可向翻譯出版辦公室提出書(shū)面修改建議。

 6）人員的中文姓名譯成英文時(shí)，采用標(biāo)準(zhǔn)漢語(yǔ)拼音。外籍人員的姓名應(yīng)按其原姓名或相應(yīng)的英文姓名表達(dá)。地名、團(tuán)體名、機(jī)構(gòu)名，使用慣用譯名。無(wú)慣用譯名的，可自行翻譯，必要時(shí)附注原文。

 7）法律、法規(guī)、規(guī)范性文件等名稱應(yīng)采用官方或既定譯法，其他文件、著作、文獻(xiàn)名稱采用既定譯法。

 8）縮寫(xiě)詞首次出現(xiàn)時(shí),應(yīng)附注全稱譯文。經(jīng)前文注釋過(guò)或意義明確的縮寫(xiě)詞，可以在譯文中直接使用。

 9）譯文的章節(jié)條款項(xiàng)的編號(hào)，應(yīng)與中文版一致。

 10）對(duì)我國(guó)獨(dú)有的直譯較難的詞，可以意譯，也可采用漢語(yǔ)拼音，必要時(shí)可加附注。附注可采用兩種方法，一是在第一次譯出處附注，二是在譯文的適當(dāng)?shù)胤浇y(tǒng)一附注。

 11）譯文的句式結(jié)構(gòu)或修辭方式應(yīng)符合英語(yǔ)的表達(dá)習(xí)慣。

2.8 本規(guī)范用詞用語(yǔ)說(shuō)明(譯者按下列翻譯)

原文內(nèi)容：

1  為了便于在執(zhí)行本規(guī)范條文時(shí)區(qū)別對(duì)待，對(duì)要求嚴(yán)格程度不同的用詞說(shuō)明如下：

1) 表示很嚴(yán)格，非這樣做不可的用詞：

正面詞采用“必須”，反面詞采用“嚴(yán)禁”。

2) 表示嚴(yán)格，在正常情況均應(yīng)這樣做的用詞：

正面詞采用“應(yīng)”，反面詞采用“不應(yīng)”或“不得”。

1. Words used for different degrees of strictness are explained as follows in order to mark the differences in executing the requirements in this code.
