房山區(qū)南窖溝域規(guī)劃設(shè)計(jì)方案國(guó)際招標(biāo)資格預(yù)審公告
一 前言：
為提高區(qū)域經(jīng)濟(jì)發(fā)展水平，促進(jìn)山區(qū)經(jīng)濟(jì)健康快速發(fā)展，使山區(qū)建設(shè)早日達(dá)到首都建設(shè)世界城市的標(biāo)準(zhǔn)，北京市房山區(qū)農(nóng)村工作委員會(huì)現(xiàn)就房山區(qū)南窖溝域規(guī)劃設(shè)計(jì)方案進(jìn)行國(guó)際招標(biāo)。
房山區(qū)南窖溝域位于北京市房山區(qū)南窖鄉(xiāng)，地處北京市西部發(fā)展帶的生態(tài)涵養(yǎng)區(qū)，為把南窖鄉(xiāng)打造成生態(tài)環(huán)境優(yōu)美、文化內(nèi)涵突出、產(chǎn)業(yè)發(fā)展布局合理，農(nóng)民收入穩(wěn)定提升的北京西南最具時(shí)尚浪漫、中西文化結(jié)合、國(guó)際型新山鄉(xiāng)，房山區(qū)政府首先選擇南窖溝域進(jìn)行規(guī)劃設(shè)計(jì)，作為房山區(qū)山區(qū)溝域經(jīng)濟(jì)發(fā)展的樣板。

四 資格申請(qǐng)人資質(zhì)要求：
本項(xiàng)目要求境內(nèi)投標(biāo)申請(qǐng)人必須具備國(guó)家部委頒發(fā)的甲級(jí)（或同等級(jí)）資質(zhì)，并具有類似項(xiàng)目的規(guī)劃設(shè)計(jì)業(yè)績(jī)。境外投標(biāo)申請(qǐng)人應(yīng)有類似項(xiàng)目的規(guī)劃設(shè)計(jì)業(yè)績(jī)并與國(guó)內(nèi)具有國(guó)家部委頒發(fā)的甲級(jí)（或同等級(jí)）資質(zhì)的設(shè)計(jì)單位組成聯(lián)合體。
五 資審文件將于2010年5月7日開始（節(jié)假日除外），每天 9:00至 16:30 (北京時(shí)間)在北京國(guó)際招標(biāo)有限公司領(lǐng)取。文件費(fèi)人民幣200元。
六、資格預(yù)審申請(qǐng)文件的遞交截止時(shí)間：
資格預(yù)審申請(qǐng)文件遞交截止時(shí)間2010年5月18日16:30，申請(qǐng)人在此時(shí)間前，送達(dá)至北京國(guó)際招標(biāo)有限公司。逾期送達(dá)的文件恕不受理。
七、參加申請(qǐng)注意事項(xiàng)
1、投標(biāo)申請(qǐng)人應(yīng)按資格預(yù)審文件要求如實(shí)填寫申請(qǐng)文件。申請(qǐng)文件正本一份，副本一份，電子版一份。
2、招標(biāo)人將從有效申請(qǐng)文件中，通過評(píng)審選擇五家設(shè)計(jì)單位參加投標(biāo)。招標(biāo)人向資審合格的申請(qǐng)人發(fā)出正式邀請(qǐng)。
3、被邀請(qǐng)參加投標(biāo)的設(shè)計(jì)單位在收到邀請(qǐng)函后，應(yīng)遞交參加投標(biāo)確認(rèn)函和投標(biāo)保證金。
4、招標(biāo)人在收到投標(biāo)人的確認(rèn)函和投標(biāo)保證金后，發(fā)出招標(biāo)文件。
5、設(shè)計(jì)時(shí)間：不低于50個(gè)日歷日。
6、中標(biāo)人獲得優(yōu)秀獎(jiǎng)獎(jiǎng)金70萬元人民幣，并負(fù)責(zé)完成方案綜合工作。未中標(biāo)設(shè)計(jì)單位每家支付補(bǔ)償金35萬元人民幣。
7、中標(biāo)人負(fù)責(zé)完成本項(xiàng)目控制性詳規(guī)的編制工作，招標(biāo)人另行支付30萬元。

Qualification Pre-Evaluation Bulletin For
International Tendering of NAN JIAO Planning and Designing in Fangshan District
A. Instructions:
In order to raise the economic development level in this region and promote the fast and healthy economy development, and help the mountain area to reach the standard of constructing global city in this capital, Rural Commission of Fangshan District of Beijing holds this NAN JIAO Regional Planning and Designing international tendering.
NAN JIAO region is located in the NAN JIAO Town in Fangshan District and ecological protection zone in western Beijing. The planning and design target is to created good ecological environment, clear cultural meaning, reasonable industrial arrangement in this area and to make this region the most romantic global new mountain area with mixed culture. Farmer’s income should also be raised through this planning. NAN JIAO Region is chosen to be the sample in mountain area planning in Fangshan District.

D. Qualification Requirement of Applicants
Domestic applicants should have A class (or the same level) qualification issued by Chinese national ministries and should have similar design or planning experiences. Applicants from outside China should have similar design or planning experience and establish joint-venture with domestic applicants who have A class (or the same level) qualification issued by Chinese national ministries.
E. The qualification pre-evaluation document will be sold from May 7, 2010 (except holidays), from 9:00am to 4:30pm every day (Beijing time) in Beijing International Tendering Co., Ltd. The price of document is RMB200.
F. Submission Deadline for Applying Document of Qualification Pre-evaluation:
The submission deadline for Applying Document of Qualification Pre-evaluation: 4:30pm on May 18th, 2010. Applicants should submit their document before this deadline to the Beijing International Tendering Co., Ltd. The document submitted after this deadline will be rejected.
G. Notes for participating this application:
1. Applicants should compile their applying document according to their true condition. The document should include One original, One copy and One electric version.
2. The Tenderee will choose Five applicants from all applicants to attend the following bidding. The applicants who pass the qualification pre-evaluation will receive the formal invitation for bid. The Bidding Document is planned to be issued at the end of May.
3. Applicants who have received the invitation for bid should submit their confirmation for participating bidding and bid security.
4. The Tenderee will issue the Bidding Document after receiving the confirmation letter and bid security.
5. Design Period: No less than 50 calendar days.
6. The successful bidder will be awarded RMB700000 as a prize and it should finish the comprehensive planning and designing work. Each bidder who is not successful will be given RMB350000 as compensation.
7. The successful bidder should be in charge of the controllable detailed program designing and planning work and the Tenderee will pay RMB300000.
